This order aims to promote the development and integration of energy storage technologies into the national electricity system, contributing to the flexibility, security, and quality of supply. It falls within the framework of the Recovery, Transformation and Resilience Plan (PRTR), financed by the European Union through the NextGenerationEU funds, and specifically under component 8: “Electricity infrastructure, promotion of smart grids, and deployment of flexibility and storage.”.

Types of Eligible Projects
The grants are aimed at innovative energy storage projects in the following modalities:

Stand-alone storage: systems connected to electricity transmission or distribution networks.
Hybrid storage: systems integrated with electricity generation facilities using renewable energy sources.
Pumped storage: associated with new or existing facilities, either in riverbeds or using seawater.
Thermal storage: systems that store thermal energy for use in heating or cooling.


Funding and Calls for Proposals
The first call for proposals, managed by the Institute for Energy Diversification and Saving (IDAE), has a total budget of 160 million euros, distributed in two lines:

Line 1: €150 million for independent storage projects, with specific allocations for the Canary Islands (€15 million) and the Balearic Islands (€4 million).
Line 2: €10 million for thermal storage projects.

Evaluation Criteria
The grants will be awarded on a competitive basis, evaluating the projects according to the following criteria:

Economic viability: analysis of unit costs and the need for public support.
Technical characteristics: project capacity to integrate renewable energies and improve the stability of the electricity system.
Project feasibility: planning and execution capacity.
Externalities: job creation, contribution to the demographic challenge, just transition, and SME participation.

The projects must be completed before June 30, 2026, extending until December 31, 2030 in the case of pumped storage projects, subject to authorization by the European Commission.

Eligible Beneficiaries and Conditions:
Companies, universities, non-profit research or technology centers, and other public or private entities may be beneficiaries. Projects must respect the principle of “not causing significant damage” to the environment and must not have begun implementation before [date missing].
In summary, Order TED/535/2025 represents a significant step in promoting energy storage technologies in Spain, aligning with the decarbonization and energy transition objectives established in the Integrated National Energy and Climate Plan 2021-2030 and the Energy Storage Strategy.
